In a society that completely disregards the rule of law it would be surprising to find a state of order and free of chaos between the citizens, since with the inexistance of both a norm that guides them and the concept of justice, it would be very difficult for each member of society to not being selfish and conflictive with the other members. It would be, in a certain way, like Hobbe's state of nature.
