Two ways to measure the gravitational potential energy of the ball when it's dropped from different heights are use a ruler to measure the height of the ball before it drops. Another one is use a triple beam balance to know the mass of the object that you are using. To find the gravitational potential energy, you need to multiply the height before it drops, the mass of the object, and the gravitational pull of earth which 9.8 m/s^2. Without the ruler, you won't really know the height. You don't necessarily need the triple beam balance, but it is better if you do because you can know the weight of anything.
