Yes they are parallel, because both slopes are 3. If it had been y=3x+5 and y=5x+3 then it would not have been parallel. But since both of the equations have 3x, it is parallel.

Technically, they're parallel, because they have the same slope.
But in this particular case, I don't think you'd really say that they're
parallel, because they're the SAME LINE ! If you draw them both
on the same graph, then one lays right on top of the other one, and
you can't even tell that there are two lines there ... it looks like only
one. Every point on one line is also on the other one.
These lines are 'coincident', and I don't think that fits into the
definition of 'parallel'.
