One possible issue is: who will pay for such a facility? It could be payed and mantained with the revenue of it but, will it be enough? Yes, it would preserve the natural areas while provinding recreation but it would have to have some economical sustain. Those buildings around this areas pay taxes and with those taxes the natural areas are, in some way, looked for.
