The defense of marriage act did not ban same sex marriages. Earlier the same sex married couples were prohibited to take advantages of the federal benefits, but this ruling was nullified by the defense of marriage act.
Since it was of no used because same sex marriage was still allowed in other states,that had no effect on the number of marriages occurring.
